Dearest friends,

I have a friend whose daughter, Phuong Binh- a new-born with cardiopathy, is now diagnosed of having atrioventricular septal defects – complete form with minor isthmus aortic stenosis and high pulmonary pressure. The 5.5- month baby now weighs only 5.5 kg. She is now being treated in Saint Paul Hospital in Hanoi but no positive improvement can be seen. She is still very sick, can eat a little and breathe with difficulty. According to the diagnosis of some leading doctors, given Vietnam’s conditions, they could not cure this baby. The unique way to save her life is an urgent operation abroad before she is 6 months old.

A Korean Organisation, together with Korean Cardiology Association, recommended a hospital which would provide treatment and a partial financial support for cardiosurgery worth 5000$ for this baby. As schedule, Phuong Binh will arrive at the hospital Asan Medical Center:

388-1 Pungnap-2dong, Songpa-gu, Seoul 138-736, Korea <http://www.amc.seoul.kr/eng/directions/directions.jsp> for her cardiosurgery on 4/1/2005. Her life is threatened hour by hour, day by day because deadline for surgery is approaching. Total estimated operation cost is about 20,000USD.

My friend, Mrs. Le Thanh Huyen is now a staff of Debt Payment and Recoverability Department- Customer Services Centre (CUS HN), the FPT Telecom company. With the support of relatives, Huyen family could cover only 60% of hospital fee. And the remaining amount is beyond the financial ability of Huyen family.

In order to help this poor baby to overcome her life-threatening disease, could you please send this information to the NGOs’ forum and other forums which you attend to call for financial support for the prompt operation as well as encouragement for her family?

VIETNAM ACTION NETWORK FOR YOUTH – VANY
PROJECT PROPOSAL

“Promoting Vietnam Youth Voices & Participation through networking and communication”

1. Introduction:

Vietnam Action Network for Youth - VANY is a network of individual youths, youth groups and youth-led organizations that share the same perspectives of “YOUTH TAKE ACTIONS FOR DEVELOPMENT” that must be consistent with the promotion of a substantial slogan “YOUTH VOICES & PARTICIPATION” in Vietnam. It serves as an open, loose and friendly platform for youth to exchange ideas, share experiences and collaborate together on different projects and programs that are led by youth.

As a member of the Global Youth Action Network – GYAN and the Global Youth Service Day - GYSD, VANY provides information support and recognition for the voices, participation, initiatives and positive solutions of youth.

Given the facts that many individual youths and youth organizations in Vietnam has been contributing human, financial resource and volunteering in nationwide to development of Vietnam but unworthily unrecognized due to lack of a “strong voice” that could put an effect for change. VANY would be a connection to link and gather specific recommendations on youth to have a stronger petition to be submitted to the Vietnam Youth Federation, National Youth Union or even the Vietnam Government.

2. STATE THE NEED FOR VANY PROJECT PROPOSAL:

As VANY initiative is the first ever-established Youth NGO which can link all civil youth groups, clubs and student associations working for youth development and achievement of 8 Millennium Development Goals (MDGs) nationwide through a coordination group who are pooled from all member organizations. Further, the networking and linkage of Vietnam youth groups/clubs has never been taken into consideration by government agencies especially the unregistered youth groups. Additionally, VANY would be a good panel/channel that its member organizations can raise their voices to policy-makers, legislators and government on all youth-related areas such as volunteerism, youth law (that has just been adopted by Vietnam National Assembly on November 28, 2005) etc.

The VANY project proposal will be a breakthrough in the process of regularization of its member groups that would help them with more empowerment in their intervention into decision-making process in the future.

3. STATE THE PROPOSED STRATEGIES AND ACTIVITIES:

VANY has organized some events and activities in all areas of MDGs on international occasions such as World Environmental Day June 6 2005 event in Hanoi etc.

VANY has planned to follow up with some other activities to promote volunteerism and youth development through some key events such as International Volunteer Day, World AIDS Day, and International Day of the Disabled etc. These days was jointly-organized in Hanoi where more than 1,500 volunteers, young participants could come and share their experiences in favor of these days and there have been many important government, embassy and UN agencies representatives came and delivered remarks. This year the event was called “Beauty in Diversity: Something for everyone”.

Further, VANY has been working together with other South East Asian nations to set up a SEA Youth NGOs and planning to host a SEA Youth Leadership for MDGs soon.

4. WHO WILL UNDERTAKE/IMPLEMENT THE PROJECT?

There will be about 15 youth groups/clubs of 30 members minimum accounting for 450 members in which at least 5 of each are active in planning and designing of the VANY projects and activities. They are all owners of the VANY.

5. A. WHO WILL BENEFIT FROM THE PROJECT?

Actually, the first beneficiaries are our direct members of 450 from member organizations which are registered with VANY. Further, these direct members will return to their home town and train new members with new emerging youth groups established therefore, the indirect beneficiaries will be approximately double of its origin.

6. HOW WILL YOU DETERMINE THE SUCCESS OF THE PROJECT?

VANY has set up a management board with representation of its member organizations. This board will have monthly meetings to monitor and evaluate all activities, projects and programmes. Further, this board will also act as advisory board which can provide guidelines for the better implementation of all VANY members’ activities.

In addition, monthly reports of all projects will be sent to Management Board members to ensure that their activities are running on time followed with proposed commitments.

7. THE TOTAL COST OF THE PROJECT:

VANY needs about 50, 000 USD for its 3 years project which can cover all administrative work (website, domain, hosting, newsletter printing, workshop, training, events). This amount of money is being a hindrance for the VANY members as they are stuck in seeking fund.
